Sub-District Structures Must Be Made Functionble

The Techiman North District Chief Executive, Hon. Anthony Kwaku Marnuh has called on MMDAs to put in measures to effectively make the Town/Area Councils and Unit Committees function more effectively. The DCE made this assertion during his 5-day outreach programme to the Area/Town Councils and Unit Committees within the district from the Monday 20th January, 2014 – Friday 24th January, 2014.

Accompanied by the Presiding Member of the Assembly and Management staff of the Assembly, the DCE said that the five-day meetings with the Councils namely, Krobo Area Council, Aworowa Area Council, Buoyem Area Council, Tuobodom Town Council, Offuman Area Council and their respective Unit Committees was in line with the Assembly`s strategic policy of strengthening the Sub-district structures- Area/Town Councils and Unit Committees.

Addressing the attendees of the meeting of the Aworowa Town Council and Unit Committees in the area, the DCE said that to bring to a realization the tenets of the Local Governance Act, Act 462 , MMDAs must first put in  policy directions to strengthen the decentralization process by providing the necessary institutional and financial support to implement activities that are of importance to the success of the decentralization and Local Governance  programme and as such, strengthening the sub-district structures namely the Area/Town Councils and Unit Committees to make them functional was one of the strategic priorities that needed to be paid attention to.

The DCE said that the outreach programme was necessary as it will provide a medium to facilitate the idea of “shared consciousness” thus “Local Governance and participatory democracy he believes, comes from the insight that the best decisions and good governance are made in the field – closest to the action, and should not be left to the topmost“. Achieving this requires the effective working of the sub-district structures, free flow of information and shifting from a paradigm of “top bottom” to the better model of the “grassroot” in the decision making process, he lamented.

Speaking to the attendees, the DCE also stated that the essence of the meetings with the 5 Area/Town Councils and Unit Committees was also to “get firsthand information on the challenges that confronted the sub-structures, and ultimately making the district sub-structures function more effectively. “

He challenged the Councils to schedule at least four (4) meetings within a year and forward their decisions to the Assembly to be addressed. He did not leave the Unit Committees out, as he directed them also to schedule at least 12 meetings within a year in line with the Local Government Act, Act 462 (LI 1967) and forward their decisions to the Councils.

The DCE in his address assured the Councils that Capacity Development Programmes will be organized for the Councils and the Unit Committees to sharpen their understanding of the Local Governance System and bring out the best from them in the discharge of their responsibilities.

The Town/Area Council chairpersons and the Unit Committees commended the DCE for embarking on the outreach programme and assured him that they are lacing their boots to work to the realization of participatory democracy at the grassroot and the fruition of the Better Ghana Agenda.  They however called on the DCE to continue to support their activities.
